Threat intelligence is becoming more powerful and more accessible than ever. As the industry evolves, so do the questions surrounding how intelligence should be collected, shared, and used responsibly.
That’s why we’ve completed our annual update to Flare Policy on Ethical Use of Threat Intelligence.
This policy describes the principles that guide how we collect, structure, protect, and make threat intelligence available across our platform. It also explains the safeguards we use to help ensure that threat intelligence supports legitimate cybersecurity objectives while respecting privacy, human rights, and responsible governance.
The latest update reflects how both the threat landscape and regulatory expectations continue to evolve. Among other improvements, we’ve expanded the policy to better explain:
- our approach to responsible cooperation with law enforcement and the principles that govern when threat intelligence may be disclosed to competent authorities;
- our risk based approach to platform access, including how different levels of trust and the sensitivity of the information influence the safeguards that may apply;
- how contractual, technical, and organizational controls work together to help ensure that threat intelligence is used only for legitimate cybersecurity and defensive purposes;
- the governance principles we apply when threat intelligence contains personal information or information relating to potential victims of cybercrime; and
- the privacy, accountability, and oversight measures that support our threat intelligence program.
Threat intelligence often involves information that exists in difficult legal and ethical contexts. Publicly exposed information, leaked credentials, criminal infrastructure, and indicators of compromise all present important opportunities to help organizations defend themselves, but they also require thoughtful governance.
At Flare, we believe that being a leader in threat intelligence means more than developing powerful technology. It also means being transparent about how we think about responsible use, continuously reviewing our governance practices, and adapting them as the ecosystem evolves.
